Полагая, что история человечества есть история всемирного прогресса, основу которого составляет борьба разума с заблуждением, просвещения – с невежеством. Карамзин видел задачу историка в том, чтобы наставлять людей в их общественной деятельности.

Во второй том «Истории государства Российского» вошли главы о княжении Святополка (1015—1019), Великого князя Ярослава (1019—1054), Законы Ярославовы, княжение Изяслава и Великого князя Всеволода, Святополка и Владимира-Мономаха. В целом, в томе описывается история России с 1015 по 1169 г.
